Call on President Joseph Biden to
Declare a Climate Emergency
(New York, NY) Senator James Sanders Jr. and nearly 60 New York state legislators urge President Joseph Biden to declare a “Climate Emergency” under the National Emergencies Act. The United Nations Intergovernmental Panel on Climate Change (IPCC) has issued a report this past March with a final warning that Earth is likely to cross a critical threshold for global warming within the next decade.
The initial victims, who also suffer the most, of climate change are people of color and the poorest. But over time, no one can escape the harm caused by climate change. New York suffered from record Canadian wildfires this summer which experts believe were made worse by climate change. Scientists predict New York will experience more severe storms and sea level rise causing major flooding due to climate change.
This letter was sent to President Biden ahead of the UN Ambition Summit which will be held September 20, 2023 in New York City. The letter calls on President Biden to announce at the UN Ambition Summit the United States’ commitment to eliminating fossil fuels and to declare a Climate Emergency. The Ambition Summit is in advance of the 2023 United Nations Climate Change Conference or Conference of the Parties (COP28), held from November 30 until December 12, 2023, in the United Emirates where global climate policy will be determined.
Here are some recent disturbing facts relating to climate change:
- Jennifer Francis, a senior scientist at Woodwell Climate Research Center, estimated that the global temperatures in early July 2023 are the warmest probably going back at least 100,000 years.
- July 2023 was the hottest month ever recorded on Earth according to the World Meteorological Organization.
- The Atlantic Ocean off Florida recorded 101.1 degrees Fahrenheit in July 2023, potentially a world record for hottest ocean temperature ever recorded in the world.
- Wildfires in Canada have burned 25 million acres through July in 2023, an area roughly the size of Kentucky, and have darkened the skies and polluted the air for millions of Americans, including New York state. This year has already eclipsed Canada’s previous annual record from 1989.
- The Maui wildfires are the deadliest in the United States in over a century.

Senator James Sanders Jr. said, “I represent Southeast Queens which is the 9th Ward of New York City (reference to New Orleans and Hurricane Katrina). Climate change is impacting us now and it is only going to get worse until we take stronger action to transition off fossil fuels. President Biden should declare a climate emergency since it will give him the ability to take constructive action instead of being blocked by climate deniers in Congress.”
“After the hottest summer in recorded history which saw deadly fires and floods causing billions of dollars in property damage, I join with my colleagues in calling on the president to declare a national emergency to marshal resources across federal agencies commensurate with the crisis posed by climate change,” said Senator Pete Harckham, 40th District, Chair of the Senate Environmental Conservation Committee.
Assemblymember Deborah J. Glick, Chair of the Assembly Committee on Environmental Conservation, said “The United States is a leader in many areas. It’s time for us to be the environmental leader that our planet and future generations deserve. President Biden declaring a “Climate Emergency” under the National Emergencies Act would be an essential step forward in addressing the true climate crisis we are in and aggressively defending our nation and the world against the real threat of climate change. As Chair of the Assembly’s Environmental Conservation committee, I’m proud to work with my colleagues in the Legislature to ensure that New York State is doing its part to fight for the health of our planet, and I urge the Biden Administration to continue demonstrating its commitment to addressing the climate crisis by meeting it with the urgency it warrants.”
Assemblymember Anna Kelles said, “Although President Biden's actions over the last two years to fight climate change have been the strongest of any US President to date, there are key actions that have caused concern among environmentalists. We are at a final climate crossroads where the UN Intergovernmental Panel on Climate Change has stated that we must reduce our total global greenhouse gas emissions by 50% by 2030 to prevent the worst case scenario climate change outcomes. We cannot afford anymore compromise. Because of the profound inaction by prior presidents, and in some recent cases gutting of our existing environmental laws, it is up to the current administration to catch up and leap forward in our progress. We have 6.5 years remaining to reach 50% GHG reductions. The only way this will happen is if the President declares a climate state of emergency thus enabling access to executive powers to preserve our future habitat, and the habitat of all other species on which we depend for our survival. This is a time where we can truly and accurately say it is a 'now or never' decision. We urge the president to choose now to make the change we need as a country.”
“The residents of New York State, New York City, and Southeast Queens grapple daily with the impacts of global climate change, including historic heat waves, rising sea levels, flash flooding, and chronic air pollution. As a member of the New York State Assembly’s Energy committee and a long-time Far Rockaway advocate and activist, I urge the Biden-Harris Administration to prioritize initiatives that center on the lived experiences of residents and business owners in Queens, especially amidst the urgent reality of climate change and its disproportionate impact on communities of color and low-income communities faced with structural inequities,” said Assemblymember Khaleel M. Anderson.
Assemblymember Manny De Los Santos said, “With unprecedented natural disasters including superstorms, extreme heat and wildfires impacting us, we need all hands on deck to stop climate change.”
